They are not "considered", they actually are. Their nationalities say so.

if im not mistaken, Rose has dual citizenship.. Jennie is not
I do believe she has dual citizenship as well. I remember something about it in the news.
But to make this simple:
Ethnicity: where your parents were born and their race, country etc. In this case both their ethnicity are Korean
Citizenship: how many countries you are a citizen of, proved by your passports. Or places where you pay tax if you do work in those countries. That has to do with the place you were born in, not the family you were born of. You can also obtain citizenship through other means. (I for one will get UK citizenship next year because I can apply for it after staying here for 7 years)
Nationality: Only on the place you were born in. That's it. Rose's nationality is NZ and Jennie's is SK.

they're citizenship as people are saying above. rose has a dual new zealand and south korean, while jennie has a full south korean citizenship
the reason for this is because rose is born and raised in new zaeland and australia, while jennie is born and raised in south korea, but lived in new zaeland for 5 years because of school
