Keep in mind that it may be an accumulation of factors. We do have a WP system in place after all, with 6 WPs leading up to a 2-week ban and other violations may lead to a permanent ban. Sometimes it's not just one specific thing or incident that causes a ban, so definitely don't assume that a user's last activity was what singlehandedly led to it.

It's all good! It's easy for users to forget about the WP system if they generally stay out of trouble, so you might be doing something right.
We also take action against trolls who bait fanwars. We don't just let them run freely. It doesn't always seem like it, but we definitely issue WPs to them. Some are just smart with how they play the game, so they strategize when to cool down and stay out of trouble until their previous WPs expire. There's been a decrease of trolling efforts from certain users (think 4th gen).
If they're permanently banned users who return with an alt account without any intention of improving their behavior, we just permaban them again right away.
