We do not know if the actress lied (she never named Soojin, but it was implied she was talking about her) but now we know that the original story was not all truthful and that Soojin was a victim of bulling (in a different case).
Soojin got bullied 2 times, once in middle school and then by cyberbullies to force her, out of the group.

Guilty or non guilty - agencies can't be holding on to a liability until the legal process or public opinion changes. Whatever they themselves believe, they have to cut the loses and move on.
It is sad for the individual, but that is life.
Even if guilty - bullying is a lot of 'hearsay' and perception, what is felt as bullying by one, will not be by another, particularly verbal/cyber stuff. Physical bullying is more clear cut.
Even if physical - if it was done by 12-13 year olds, that is the fault of the parents/teachers/systems and that should not be held against the individual as long as they have grown out of such behavior.
But K-pop fans regularly goes into lynch mob mode and figuratively witch hunts one or other idol once every other year. Bloodletting is part of the sport.

Soojin should sue her to see where the allegations fall
But it probably would be the same, no actual proof just 2 people saying 2 different stories and the police won't be able to do anything about it.
Both women would just get hate comments from the other persons fans, I guess it is a lose-lose situation.
People can be real assholes behind keyboards.

The only thing worth learning about this, the April situation and most other bullying cases is defamation suits were not meant for bullying cases. Soojin lost her case. April lost their nearly 10 cases because far too much depends on hearsay and you can't prove or disprove these kinds of things.
This doesn't even make her innocent, it just means she was never officially reprimanded for it, which honestly most bullies aren't.
Not only that but her career would truly be dead in the water if she sued SSA, that's why she never did

But yes, there is not chance to prove innocence, at the end people will believe whom even they want regardless of nay lack of evidence one way or the other.
If it happened or not, it does not matter anymore, the damage is done.
