Every government's laws regarding minor status is different. Before 2000 or so, in my state, anyone could legally have sex with someone as young as 14. Now age of consent is 16, which is still younger than 18.
But none of this applies anyway to Chaeryeong, she's 19 in American age and 20 in Korean age.

I remember watching Billie Eilish's documentary, and they mentioned how she dated this 22 year old prick when she was 16(?) and experienced alot of emotional and physical turmoil at the time. Her latest song is about that and it broke my heart to read the lyrics as it looked like a cry for help.
It's really not my place to assume whatever is going on with Chaeryeong/Youngbin and Momo/Heechul, but clearly this stuff is very common especially in the entertainment industry.
Just look at how many Kdramas pair up young girls with older men and no one bats an eye. I literally could not watch Love In The Moonlight because Yoojung was 16-17 at the time and Bogum was 22-23(?). And they're supposed to be love interests nnnn

Obviously they have to be over 18, but as I said if the relationship is compatible and the age gap isn’t ridiculously big then I don’t see a problem with it.
