Just to clear up, Sakura didn't fat shame. Meru said "no matter how many times I look at the costume I’m laughing" because the dress was basically 2 costumes on top of each other. Sakura had replied saying "the costume might burst!" as a joke because of how badly formed the costume was. People took it as fat shaming but they clarified it was not about Meru's body but because of the costume.
