Some do, IU I know has made some calls against her team's opinions, with Through the Night and Celebrity.
It depends on their stature, agency setup etc.,
If someone like IU, G-Dragon, Taeyeon etc., feel strongly about it. Also it is easier in case of soloists.
With groups, supposing everyone in TWICE agree that X song is a better TT than Y, then they probably can push for it. But it is rare to get everyone on the same page.
Again the seniority, the talents of the group makes a difference.
Soyeon might not be gainsaid with GIDLE.
So it is a mix of different factors. Solo/Group, Seniority/Experience, nature of the group - self producing or not etc.,

Self producing idols generally have some level of control.
Soyeon for the first 3 years had to have her songs approved by Cube's upper management, and there were a few times she had to fight for her songs (Hann, and Dumdi Dumdi), but she's always in the end gotten her choice of TTs. The only time the b-sides were pushed back on was I Burn (ironically) but they were all approved in the end.
Post Tomboy she has the final call on all the songs.
For others though, it's different. Pentagon despite being self produced were given a Ryan Jhun song for their TT whilst Hui was in enlistment. They weren't happy about it either.
I think in most cases the label has the final say, but if the artists are unhappy enough and have some sort of leverage or seniority then they can push back against certain songs, sometimes successfully and sometimes unsuccessfully.

I know that Taeyeon pick most of the songs in her album
I know too that Aespa have a lot to say about the song they released
They are the one who decided to go with Drama as title track and not Kill it
They are the one who decided that they want to have "welcome to my world" as Bsides in MY WORLD album
they are also the one who ask for their producer to create a song like SNSD "Beautiful girls" for their first album and that's how "Aenergy" was created and added to their first album
