If it works like licensing deals usually do, yes. Tiktok will no longer have any licensing right to use any of these songs and millions of tiktoks will either have to be removed or have their music muted.
Its similar to when kakao try to play hardball with spotify and all music distributed by them were removed from spotify for a month.
