but once your ID is expired it's consider still valid for 5 years, because not everybody is looking at the expiration date of their ID everyday so it's to give them enough time to notice it, and be able to book an appointment to do a new ID and receive it in the time
Nah. I'm from Germany myself and didn't get fined. Just be nice to whoever is in charge of the paperwork, they're people too.
That's what I said. The article states that the authorities tend to be understanding when it comes to expired IDs because most people won't check their ID on a regular basis and forget. It also says that the usual fine is € 10 - € 40, rather than € 3.000.
You don't necessarily get fined and certainly not € 3.000. That's reserved for people who ignore the authorities repeatedly.
