EXACTLY lol. Companies that are public are accountable for every cent they spend, there would be no easy way to explain a rando 20 million dollar hole in their accounting lol. Maybe a huge company like Apple but these Kpop companies are barely even small caps their net incomes/profits are only measured in 7 or 8 figures at most, a 20 million dollar expense is an 8 figure hole would be impossible to hide.

Album sales are the least of my concerns. It's the company buying hit songs that are wasting money for passive forced listening as "GP" favorites, that is the problem. Because when it's time for those acts partaking in payola to hold a theater concert it's cricket and suddenly the "GP" ain't coming out.

For sure the companies are turning into trash a bunch of money just to make their artists look good lol I would understand if it happened for a comeback and then the sales downgraded a lot in the next one, but for most artists their sales are only increasing or stagnated, or at least gradually getting less sales
There's just a group that I suspect of album sales, but since they're small no one would care anyway, I know most of these talk is bitterness towards famous groups

The only thing that is 100% legit are concert tickets sales.
If a company will spend $62 million USD just for distribution rights for 5 years, or $1000 million USD for 40% of a company, then there is a lot of money in play and to ensure ROI.
Un-listed companies do not have to provide public profit and loss statements, and while listed companies do, they can bury them in inside high level items such consulting, marketing, production costs. Not saying SM does it, but not one questioned LSM's own over the top company charge backs to SM for years.

mv ads as promotions and album sales are in no way the same kind of logistics. Both in terms of tracking on a balance book as well as in terms of actual funds allocated.
turning a mv into an ad is a relatively quick and easy transaction provided by Youtube, which youtube itself regulates.
Committing album fraud requires dealing with multiple companies, distribuion chains and regulatory bodies across countries.
