That's not good but in what way does that make him different from the usually rich asshole person?

Even if he wasn’t charged with the sexual crimes, the center crime of this scandal was the club’s involvement in prostitution, rape and illegal filming/molka, drug trafficking, and police corruption. He may not have been charged with the sex crimes but I don’t buy that as one of its directors, that he was not aware and he allowed it to happen. If this doesn’t fit your definition of ‘terrible’, I don’t know what else to say to you. Edit to fix typo.

Shitty that he got released early but at least now he will hopefully disappear into obscurity and we never have to hear his trash name again.
But who am I kidding, he'll probably "unretire" and be on BB's next album considering how many VIP's seem to defend him and act like he did nothing wrong...

He definitely knew about those other heinous crimes being committed. No doubt about it. Morally, it's messed up and unforgivable for him to know and let it continue. That alone should be enough for him to be blacklisted in the industry.
But what's morally wrong isn't always recognized by the law as legally wrong, as unfortunate as that is.
The opposite is also true; what's a crime isn't always considered immoral by the people. Example: Recreational drug use
It's not just Korean law that's like this. In the U.S., many people witness the facilitation of prostitution all the time, but they're not legally obligated to report it. They can be charged on suspicion of participating in that facilitation, but if it can't be proven with enough evidence, they can't be convicted or sentenced for it. As such, when it comes to cases where a lot of criminal activity was under investigation, prosecution will often throw many charges so at least one will stick, but most charges won't.
Legal talk aside, we know he knew, so anyone who still supports him... I don't know what to say.
