Rookie Years are generally the first 3 years, this is also the period of "no dating" for all members but continues for any Minors (under 19 years of birth age in SK).
In terms of Awards, Rookie of the Year usually applies to the first time you get nominated, if you get nominated for any Award in previous years then you don't qualify. Naturally some Awards have Exceptions.

You can recieve a New Artist nomination irregardless of how long you have been in the Industry whereas a Rookie Award generally applies to the first time you are nominated and usually within 3 years of your debut as long as you haven't been nominated for another Award in previous years.
Both Awards are only relevant to that Award Ceremony and not applicable to other Award Ceremonies
