No. They are not even the same nationality (1) 25%

Yes. As long as they are in Korea they are subject to Filial Duty to the Senior Singer. (3) 75%
Gidle is one of the acts which did not cover IU's songs. The only member who covered any IU song who is with the group is MIyeon, but that could be excused since she is not from Cube to begin with.
Other than MIyeon, I found no references of current Gidle members mentioning the Senior Singer. Since their paths do not overlap it is unlikely that they will ever have anything to do with each other.
However, this time, Gidle's Tomboy, up to its most successful song, is blocked at Melon by Jay Park's Ganadara, whose only merit is that a portion of that song is sung by .... IU.
I don't think Jeon Soyeon and foreign members of GIdle, Song Yuqi, Ye Shuhua and Nicha Yontararak, expected they would have to pay filial duty to a person they were not supposed to deal with.
Before the eyes of Ms. Jeon, Ms. Song, Ms, Ye and Ms. Yontararak, the Senior Singer appears like a giant monster and roars and says she still owns Melon so Gidle should move away.
It appears she is forcing Filial Duty to non-Koreans this time, almost telling that even though they are not Koreans, since they are in Korean Pop for now they have to pay it to her, the Senior SInger.
That leads to a corollary; whether someone who debuted before her and collaborating (Jay Park this time) is subject to Filial Duty from newer singers as well, or is Filial Duty to a collaborator calculated separately.
This strange situation is a microcosm of KPop's story in the last 12 years, as a newer act, after a crisis, returns stronger than ever but is checked by the Singer who has frustrated quite a number of acts in the past and has no intention to slow down doing so.
