Because the complete shift of 3rd gen to 4th gen haven't happened yet. It will only be complete after BTS and Blackpink pass the torch to another group (by flopping or disbandment).
Now, this is just how I see it.
These "rookies" you're talking about are the ones that were in the middle of 3rd gen's peak and 4th gen birth, they are the equivalent of AOA, Nuest, BAP, EXID and caught the end of a generation and the beginning of another. They are part of 4th gen, but still can be associated to 3rd gen in a way newer 4th gen groups can't.
Example:
BTS is 3rd gen, TXT is 3.5 gen, Enhypen is 4th gen
Twice/Got7 are 3rd gen, Itzy and Stray Kids are 3.5, NMIXX is 4th gen
Blackpink/iKon are 3rd gen, Treasure is 3.5, Baemon will be 4th gen
BtoB is 2.5 gen, CLC/Pentagon is 3rd gen, G-idle is 3.5 gen, Lightsum is 4th gen
Monsta X/WJSN are 3rd gen, Cravity is 3.5, IVE is 4th
The birth of 3rd gen is considered after EXO's debut because that's when the kpop market started shifting with physicals increasing after they sold 1M. So by logic the true birth of 4th gen should be considered aespa's debut that changed things again with Next Level. That doesnt mean that other groups that debuted before them aren't 4th gen, just that they debuted in the end of 3rd and beginning of 4th which explain why they still feel like rookies despite being 3+ years older. Unlike 3rd gen groups that have established themselves, 3.5 and 4th gen haven't shown their full potential yet.

Probably they are still banking on their rookie image making them money. They still do look quite young compared to the other 3rd gen idols that are still active as well.

In Stray Kids' case is cause they blew up in popularity in 2020, God's Menu almost feels like a re-debut. So they are still pretty fresh.

4th gen is kinda pathetic if you ask me, besides Aespa none of them have truly blown up and become mainstream. Especially for the boy groups, they have zero public recognition. What happened to boy groups with hits?

Noise music. Gp stopped caring about boy groups long time ago and bg fandoms were able to mass stream on melon before the reform and now they can't

Because of Covid they haven't gotten to tour yet. The whole industry is just coming off pause.

COVID is messing with our perception of time. Because of the lockdowns it feels like we lost a whole year at least.
It's not only covid, the most of top 2nd/3rd gen groups were already very successful during their 3/4 year. Touring won't fix this. It's weird how much kpop fans have increased during these last years but it feels like kpop is less popular at the same time or more like kpop has less impact. It seems like things are getting better this year with ggs at least.
