That's simple. It's because they're not from big4. People tend to forget or write off smaller company groups as soon as their success isn't so in your face you can't ignore. Yet they always pay attention to any big4 group even if they're flopping because they know the group only needs a strong comeback to be back in the race for the top. See nct stray kids and red velvet.
If a small company group released zzb and umpa umpa in succession their hype with kpop stans would be over and would never recover even if they released another bop afterwards. But RV got pyscho which propelled them to top limits despite the flop eras of their careers. Conversations even began about RV now being possibly no2 after twice.
Smaller company groups usually get hyped up for short while before kpop stans move their eyes back to big4
Some examples:
Everyone was talking about stayc when asap was becoming a hit. Talk around them was especially loud when asap was charting higher than next level. But as soon as next level outcharted it talk died down. It died down even further when stereotype was not a big hit and their sales weren't as impressive as other groups. Look at them now, they are still successful and growing but people are already putting them out of the conversation about 4th gen gg leaders. Meanwhile Itzy whose songs didn't perform as well as stayc last year are still considered a top contender. I fear the same will happen to ive as soon as their next comeback doesn't perform as good as eleven. Same thing happened to everglow.
Classic example of BTS. It took literal years despite them being a top group all those years for kpop fans to even acknowledge that BTS was no1 and here to stay. In 2016-2018/19 you couldn't escape comments about them being a passing fad and so they tried to ignore them. Exo was still considered the top group despite BTS eclipsing them in both sales and digitals. But they kept on growing and their achievements were so loud that kpop fans had no choice but to pay attention. I can assure you if BTS only managed to be second behind exo that people would talk about ikon, winner, nct and got7 more than them even if they were more successful than all of them.
Seventeen faces this as well to some extent. They sold so well and charted well enough but no one included them in these conversations until I think 2019 when they got massive sales. People used to put got7 above them even then. Even now they are sort of ignored if you notice despite them selling 2m albums.

They were formed and signed their contracts in 2017. Same for Fromi 9 who get called 4th gen had a digital single in 2017. Call it pre debut all you want the fact remains all 3 were formed and had their first officially released MVs in 2017.

In fact I don't think the Boyz, Stray Kids or Fromis are 4th gen when mostof these groups signed their contracts and released songs in 2017 and 4th gen really only started breaking out in 2020 and 2021. I feel like it's allowable to scrape some 2019 groups in, but these groups are more than half way through their contracts lol and 4th gen only started getting attention in the last year-ish.
I just find it a bit rich people will say 'The Boyz aren't 4th gen cos they debuted in 2017' when they dropped a song in the last month of the year and yet SK and F9 are all considered 4th gen for what? Their company branded their 1st songs as 'pre debut'
Erm? No, how you calling a song a predebut when it has an MV and an official digital distribution and the whole group has fully signed their contracts? That's just a debut without an album lol. I mean Fromis straight up promoted Glass Shoes on musc shows and they call it 'pre debut' lol.
If you allow any groups that started some form of release or promotion in 2017 but exclude another, even tho they released last in that year, than to me that's totally stupid. Personally I don't care what 'Hanteo said' they aren't the authority on when 4th gen started or didn't start and none of the clickbaot from the media calling SK, TBz, F9, etc 4th gen does much for me...I mean the media called IVE and Kep1er 5th gen so tell me what that's worth lmao.

The Boyz did indeed debut at an odd time. Personally, I think they wouldn't be 4th gen, if it wasn't for Stray Kids, who are obviously 4th gen, debuting next year (but actually just a few months later), making The Boyz their direct competitor rookies in the first award season of both groups. Other than that, their i-fandom and international recognition is significantly smaller than that of SKZ, the hybe bgs, or Ateez.
I don't really think it's fine to say Ateez are excluded, they just made less noise than SKZ, TXT, and Enhypen in 2021 (I'm NOT saying they didn't have a successful year, it just felt to me, as a non-fan, that their comebacks were poorly timed)

It’s because ateez is doing well but not enough to lead in any category despite debuting the same year as stray kids while stray kids does lead in some categories and the boyz debuted more than 4 years ago but enhypen who debuted a year ago surpassed them in sales and streams. And with the way 4th gen groups are only gaining traction recently and t”with them debuting a long time ago, It’s starting to become less likely they’ll be top groups, and with top groups I mean like top 3. And with trainee a and sm boygroup debuting they might not even be top 5.
