as long as a costume isn't attempting to mimic a ethnic group's physical characteristics or styling distinctive to their culture, then it's generally fine. A suit, sunglasses, and rainbow hair aren't culturally significant

Well... I own a knitted cardigan, which I bought in Iceland, that looks like a Icelandic sweater, but I don't think Icelanders would be like "How dare you?" or call it cultural appropriation, if they saw me wearing that.
