Korean and international achievements are both considered.

• Rose has the 2nd best performance internationally and domestically.
• IU has the best domestic results, but the least of the 3 internationally (but even then she did ok, her YT and Spotify stats are surprisingly decent).
• Lisa is the reverse of IU: incredible international performance, bad domestic results.

Honestly, I can see Rose or IU getting it. Taeyeon had low album sales this year even though Weekend is a hit. Rose and IU have much bigger fandoms for voting purposes as well.
