It's a slow burning hit that was overshadowed by Butter's initial release, then the physical monsters TXT, EXO, TWICE, SVT all released albums. NCT Dream's 2 albums also really fucked up their chances. Joy also had physicals, so did Monsta X, then LOONA and 2PM released, then MSG Wannabe slammed down on the charts, then Lee Mujin started rising, then a ton of 4th boy groups in August, Red Velvet came back, etc. You get the picture.
Every time you think it might win, another song does.

From my understanding, since Next Level was a purely digital release, it made it harder to win due to lack of physical sales, but I'd imagine 'Savage' will definitely have an easier time securing wins because it will be getting a physical release.
Honestly, it really all comes down to timing. Which I suppose didn't work in Next Level's favor despite the charting...

You forgot to mention the obvious one NCT Dream and their repackage. They pretty much swept all the awards.
