If you look at twice I think they’re a good example of progression into a sexier side when the time was right and I get a sense that that was their choice and you can see the confidence when they perform on stage on their tour. (It’s not awkward or them self conscious)

Oh absolutely it has to only be girl groups with all adults. Anything else would be unacceptable, though some companies have certainly flirted with disaster in recent years but have mostly gotten away with it.
I think APink is an example of another girl group that successfully transitioned into sexy once it was obvious all the members were done with the cute fairy concepts

Oh hell yes we do. Thought we might have been bringing it back, at least in a small way, with Kiss of Life. But no one else wants to follow suit.
Unfortunately, companies seem allergic to debuting adults anymore. Late 4th gen and 5th gen trend is "lets debut idols who just entered middle school", so any more mature/adult concept, let alone a sexy concept, is a dead idea for the time being.
What exactly defines what a sexy concept is? Outfits? Lyrics? Dance? If so, many groups are already doing it.
Many girl groups are already incorporating sexiness into their acts, but they're being much more coy about it than their predecessors. No one is going out and doing full-fledged sexy concepts like in Kpop's yesteryear, except for (G)I-dle & Blackpink, who both do it more for the controversy and to get people talking than anything else. They know it's seen as less acceptable than it was previously, so they're using it to get attention, even if it's not all positive. Hardly anyone else is putting themselves out there like that these days.

That poster is also inferring that sexy = scandalous clothing and choreo, not the full actual breadth of what sexy concept can be. A full length dress (or classic little black dress) and standing behind a microphone singing can be part of a sexy concept if the lyrics, music and mood lean towards it.
