They are just saying "hey, it's the funeral gen, don't expect to laugh" 
2nd gen is the only right answer here. We peaked in male and female idol interactions, we got great collabs amongst groups and the best Gayo Daejeon's performances.
Let's not forget the reality shows, it was so entertaining. I feel like back then the restraint on idols were a little less than in the following gens... Pepero game, anyone? lol
We had real live stages as well. Listening to struggles of live singing was a good thing, because there was authenticity on the performances.
As I don't know a lot about the 1st gen, I'm picking the 2nd gen due to shows like Invincible Youth which had a member/s from different GGs participating in a Village/Farming Show.
SNSD were involved, easily the biggest GG in SK at the time, along with B.E.G, T-ara, Kara etc

IY is my favorite reality show of all times. I watched it so many times! The girls had this amazing chemestry and they're all so funny. The host was really funny too. I had a blast with IY
The last fun year was 2023 ... I lowkey miss 2023 kpop ... the 1st post-pandemic year, concerts and tours being back, the power of the monster rookie GGs (LSF, IVE, New Jeans, NMIXX), NiziU's Korean debut song "Heartris", Queencard, Baggy Jeans, VIVIZ/Yerin/Yuju and Seventeen's comebacks, RIIZE, BTS solo songs...
Before all the drama/controversies of 2024...
2nd gen for sure!
2nd gen obviously, because of the many, MANY variety shows filled with idols of all kinda groups and the focus on variety, and because of the many collaborations between groups.
It was chaotic fun, with all the idol groups together feeling part of some funnily dysfunctional family 
, and I'm glad that I experienced at least the latter years of 2nd gen K-pop.
I enjoy the 2nd gen.. the songs, the concepts ranging from cheesy to weird were interesting, yet were not super polished/over produced as they are these days.
though there were crazy fans, the idols seemed to be less afraid of offending them, constantly walking on eggshells.
Of course, these are retrospective impressions, I did not know Kpop at the peak of 2nd gen.
