They were born with certain traits. When unchecked, those traits can manifest into something more sinister. Psychopathy is a psychological condition and arguably a mental illness after all.
But psychopathy shouldn't be confused with pure evil. It's not always the case. Some psychopaths are completely harmless.

Almost everyone answered here perfectly but I would like to add for those who aren't born with it, I feel each one of us has a monster inside us, and living in a world with a set of rules (not like animals) we can stop ourselves to live up to our morals. Our situations, conditions, environment, and mental health play an important role to hide that monster. I mean at one point we all have imagined something sinister but didn't act on it.

Psychopaths are usually born with this condition.
But this doesn't mean that all of them are evil people, the thing is that they're incapable or almost incapable of being empathetic, showing regret and they tend to be more aggressive.
Honestly, if we were to make a clinical research on the biggest corporates' CEOs, I feel like more than half of them would be psychopaths.
