The song was released in august. But it charted in october? That doesn't make any sense.

I think they meant it's weird, especially for kpop songs which usually do most of its numbers the first week and tend to quickly drop due to no radio play and the fact most acts are not big in general

I thought you'd be questioning where the streams or sales came from. Lol
Songs can chart or rechart anytime on the hot100. There's nothing like an eligibility period. It doesn't matter when a song was released as long as its being consumed enough.
As for CL specifically maybe that's when Scooter promoted her song hard enough for it to chart.

She kept promoting it longer than just August though. She performed it on American TV in September of that year and her tour started in October. If she did any kind of local promo for her tour, it can increase her airplay and could have gotten people to buy the song. I mean it only went to 94 so it wasn't a smash hit or anything.
