everyone was wearing a black skirt and white shirt with a blazer. like a formal graduation gown.

yeah I was in two of those
here in Poland it's called "studniówka" and happens like 100 days before graduation or around that time
I don't know how it is in your place but here the whole graduation it's basically end of school and we get our grades but
exams which get you points, it's like another certificate happen week-two weeks later after the graduation

When I was in 11th Grade, prom was canceled because only a few people wanted to come to the prom.
And then when I was in 12th Grade, prom was canceled because of the coronavirus pandemic.
