Why did Hybe pick Chaewon and not Eunbi?

Even if Eunbi is younger than her current age, Hybe will still never take her because she is not popular enough in Japan the market they aim for. Just like why Hybe didn't take Yena, Yuri, Hyewon or Chaeyeon even though Minju rejected their offer. Logically, they could pass the offer to other members but they didn't do that, right?

Yuri was actually one of the more popular members though (top 4/5 in both Korea + Japan). HYBE probably just didn't go for her because she didn't really fit the LSFM concept that well (and she was probably happy being a soloist too)

I know she's the part of kami 4, but then compare to Chaewon and Minju still there was a gap
