"Then" is sometime during the third week of the month. That's the week they'll announce which petitions got accepted and what the final cost is. When the badge team make the announcement, we'll then have 72 hours to give them the payment. The payment will be in one lump sum submitted by the person handling the petition. That person is coordinating all the individual payments so they'll want to do it somewhat in advance.

Okay, so this is basically what happens. Each month, Ves will open a thread where people can submit petitions for LE threads. It will be open starting on the first Sunday of the month and will be up for like a week. When you submit the petition, you have to have at least 10 people in your petition for it to be valid (5 if you're going for the shorter individual badge).
Then, the thread gets closed and the badge team will review the petitions during the second week of the month.
In the third week, the team will let everyone know which petitions made it and how much everyone owes. At that point, the petitioners will have 72 hours to submit funds.
Neo Guild Bank appears to be fronting at least some of the money since they are paying for some empty slots (like Haechan only had three people asking for his badge last i looked) to ensure they get member badges. They may also be allowing members to wait until payment is due to pay if they still need to farm.
Does that clear it up?
I'm still confused
(I signed up for haechan since he didn't have enough)
but so we don't actually have to pay until the team tells us our petition made it, and then we have the 72 hours, right?
