That's the thing, Koreans put alot of emphasis on schoolwork and grades, so bullying is a common way to relieve stress. Alot of bullies tend to come from bad backgrounds or are going through something serious.
Also due to the age hierarchy instilled in Korean culture, seniors could abuse this hierarchy to end up bullying those who are younger.
