Why did SM add years old songs to Red Velvet's debut Japanese full album?

Cookie Jar etc. have been released years ago why add a bunch of old ass songs to their brand new japanese full album? were they too cheap to record an entirely new album?
yes, they are very cheap, specially with girl groups, but
maybe they weren´t able to release it before because they were waiting for this album to come out

You release bunch of singles and singles album and then package them as a full album later

But 2 years later? Cookie Jar came out in 2019

I thought that’s how it worked on Japanese albums? Singles are sometimes released over 1 to 2 years before the album drops? At least that’s how it’s always been with SM albums that I’ve seen?
On EXO Countdown (their only Japanese release) it released in 2018, with singles from 2015, 2016 and 2018 included.
All of TVXQ’s Tohoshinki albums had singles from 1 to 3 years old on them and that was when they were at their peak in Japan.
NCT singles were about a year old from album/Ep release.
IIRC, Girls Generation and SHINee also worked this way.
