BoA's "internation popularity" was amazing for kpop standards 20 years ago
now those standards are way different
IU is not at all what we consider international superstar yet the number of non koreans who know her are probably twice as much as that of BoA at that time

It's hard to say bc it's like comparing apples and oranges.
BoA was at her peak around the early 2000s. When she was very very young before turning 20. And she also spent most of her time in Japan building up her career there. She was a household name both in Japan and Korea.
Different eras, different factors, different places/countries, different systems/measures....her era was basically at a time when internet wasn't as widely used as it is nowadays, no digital streaming platform, no social media, etc. YT may have already existed but during her time there wasn't like an official SM/BoA account, no Vevo yet, and the system of streaming mvs didn't exist yet/nobody cared abt streaming mvs on YT at the time and such... I guess you can only look at her physical sales record during her peak to compare.
Tho the problem with her career was that she debuted when she was too young and had her peak before she reached 20-25 yrs old. Somehow she didn't managed to maintain her glory as she grew older into adulthood and had problem adapting in current era. So basically her schtick is that she was this young talented kid in singing and dancing but as she grew older her popularity faded. SM was partly to blame cause they marketed her as such plus made her spend most her time in Japan thus she lost some of her popularity with the gp in Korea.
Despite that I think she's still doing pretty well, still relevant among the gp. If you ask random Koreans and Japanese, "Do you know BoA?" Chances are most of them know who she is. She may not sell as much physicals as she used to during her peak but she's still able to chart decently and would have no problems getting tv gigs. Plus she's an executive producer in sm, so she's rich and living a peaceful and comfortable life.

She was popular for more than 10 years during her idol career. Idols get replaced by new young idols all the time.

Japan of course is BoA, that's was also her main market. Lee Hyori was the bigger star in south korea itself.
Internationally (exception japan) these days i think IU is more known than BoA was at her peak just because of the hallyu waves and much much bigger reach that came after BoA's peak, and IU being known for her dramas in other asian countries.
But comparisions are kinda pointless in a way with the very different eras, and BoA and all earlier acts built the foundation that the current crop are standing on.

Boa's legacy is amazing, and IU's legacy in itself should be commended as well. If Boa promoted or revived kpop, it was also IU who revived the genre for indie, ballad, and soloists into mainstream popularity, during her time the sleepy music was going on extinction as the Korea Music Industry has been flooded by girl groups and boy groups dancing to upbeat sounds. Thoughtful lyrics and music have almost been buried as EDM led the way, in a way it was IU who fought knit and grit that's why we can still see the music diversity in Korean Music today. She reminded people that there's more to music other than dance songs, that music can still be enjoyed by LISTENING rather than 'watching'. It was partly to her success in battling kpop that we can see the likes of Lee Hi, Akmu, Heize, Hyukoh, 10 cm, ZION T. even Day 6 in the mainstream. Furthermore, the time for soloist during her debut was almost gone as well, but it was IU who proved that you can be a soloist in the era of boy groups and girl groups and still be a success, that's why you can see people from boy groups and girl groups look up to her because they are seeing her as the role model that they can follow once the popularity of their groups starts to wane. But I don't want to dismiss Boa, because I wouldn't be too happy to know that someday when a new era of music arises and someone successful comes along and they start to discredit IU because of this new singer's or act's success , don't you think it's a disrespect to the work IU has done?

Let's not talk about money here, because when we do, then we should also take into account how next to JYP, Psy, Rain, Jaejong, GD and someone I forgot, IU would be the richest singers, and the woman's on the top list for the richest female singer in Korea, and her pocket's would even be bigger if she stops donating, but that's out of topic so yeah. Those things, themselves speak for the work and success she have built.
