It cannot show if one Group is more popular than the other 2 because the voter cannot choose to vote for less than 3 people (or more) from each group, hence why they should be thought of as 3 entirely separate and Independent Polls, the Top 9 is just for show, what matters is the Girls rank within their Group until the restrictions are lifted
