idols are already expected to know singing; dancing; how to engage with fans and trained for variety shows. Also they release music more frequently than western artists. Most kpop groups have 2-3 comebacks in a year; add to that performing on many weekly music shows every comeback; holding fansigns; performing on various concerts and festivals; they barely have enough time to do all this. Also constant vlive and vlogs for fans in between comebacks. How do you expect them to write their own lyrics too? if idols are to write their lyrics; then what's the use of songwriters who spent years gaining education and experience in this field?

Because K-pop companies typically have a system in place. If you're familiar with music history it's very similar to the Motown system which typically used a winning formula of songwriters and producers to continuously make high quality music that fits their selected image or sound. Because of this it's often harder for newer groups to be allowed to contribute anything at all to the music.

It's not mandatory, completely optional. Some companies won't allow it because either the idol isn't ready for it or they have limits, sometimes idols don't want to, and among other reasons.
