It's been an argument in Western pop for a while. It's most often used against women. Back in the day people just called artists like Britney, Christina, Avril, etc manufactured popstars.
When the popular genres turned away from tradition pop music for more alternative sounding pop and we got artists like Lorde, Halsey, and Billie Eillish people started throwing around "industry plant".
Lorde was the first person I personally remember seeing it used against. Apparently someone at Universal Music found videos of her singing online as a young teen and signed her to a development deal. They gave her vocal lessons and whatnot. Because Royals was such a massive hit all the "real music fans" decided to dump on her for that.
Not to say it doesn't also happen to male artists, but it doesn't seem to happen as often and it's nowhere near as vile because it's not shrouded in misogyny.
