Oh goodness, you do not know Fromis' full history, they were popular before joining HYBE and then just became popular again after 3 years of not doing much as far as promotions. "Fun" was everywhere when it came out as was "Love Bomb" and "Feel Good". They faded out of popularity from late 2021 until summer of this year. From 2018-2021 they were doing great.
Now as far as Pledis being a sausage fest. ..... I mean they put After School on the back burner and refused to listen to those girls even though for almost 10 years they were the only ones other than Son Dam-bi making Pledis any money really. It was not until later in Nu'ests' career as a group that they started making the company quite a bit of money sadly. I love Nu'est but they failed a lot because Pledis never let them have a clear musical direction and were inconsistent in promotions. And then of course the Pristin debacle.. so yea it is a bit of a sausage measuring contest there, which thankfully Seventeen has been winning for years now so the execs just kinda sit down and zip it and let them do whatever they want.

There is a big difference from selling your highest album at 60k and the highest song ranked was 57th under Off the Record compared to a high of 2nd on the Song Charts and 192k album sales which they achieved under Pledis.
And it is a sausage factory as Pledis didn't renew their contracts despite getting their best in their most recent comeback.

The way it was worded when it was announced, I will be honest.... sounds like the girls did not want to renew and declined.

They were having the best Sales up to that point..... but HYBE does have those "forward sales" where they apparently get Retailers to pre-buy for Events.

I FORGOT ABOUT THOSE FORWARD SALES THINGIES. Those honestly kinda do screw the retailers as they end up with more product they need sometimes 
Both groups had pretty good sales, but the issue is a company like Hybe wants more sales. I guess being a part of a big 4 company they expect 500k+ sales and not 100k-200k total sales. those numbers are good for most company, but if you're in a big 4 company they're expecting 500k+ and both groups couldn't achieve that.
Their fans do support their projects, but it's somewhat the chicken and the egg situation. For example, Fromis 9 could've had more sales if Hybe/Pledis supported them and actually marketed them. If Fromis 9 got a similar push as Le Sserafim and Illit, Then they had a good chance in possibly reaching the expected 500k sales needed for a big 4 company.
I do agree somewhat about your point about stans getting angry but not showing up. I think that happens more with Nugus. Some of my favourite groups have vocal people on twitter, but nobody shows up when they have a comeback.

Hybe finds it easier to shelve groups selling less albums while some grps thrive in smaller companies with sales in that range
I think dreamcatcher sells similar to fromis9 but can tour better and are expected to last for a long time

Yeah, DC sells a bit less than Fromis_9, but a big 4 company you can't be selling close to a group like dreamcatcher. Fromis_9 sold a bit less than a group like Stayc and when you're in a big 4 company they expect at minimum 500k units every release. Business wise they see more risk investing in fromis_9 then to create a new group. The girl group they created this year sold 500K+ releases for both of their releases. It's why it's easy for them to move on.
I think the trickier part about this situation if they actually marketed them and put an effort would that push allow them to hit 500K units/release? I think it might have been possible because they make good music and have talented members, but I am unsure if they have that many international fans to give them the push to hit 500k units .
Yeah, I think this group would have been better off being in a non big 4 company and have them focus their energy on them like the dreamcatcher company does for DC. They would have been able to get similar results and more opportunities because Hybe doesn't see much investing in them when they have other groups that can guarantee results they desire.

like if they didnt do all those things in the 7 years of their career they wont do it now
fromis is just now profitable so they are over in a big company, its every easy to get
