I think both situations play a role. It seems to me that they first send an invitation and also offer some payment. While Melon and MAMA may have lost some of their prestige, they still hold a bit of brand value, making them a good promotional platform for industry figures or groups. On the other hand, for groups or individuals who might not be too motivated by the promotion, I think the payment acts as an incentive.
They get paid of course cuz even A-list actors come to present Awards
But it is also a very good platform for domestic and international exposure cuz kpop stans will look into or locals (south koreans) will know about them
I'm not positive on how things work in South Korea, or how powerful their unions are, but in the US, they are required to be compensated the minimum union rates. But, to be fair, the pay rate is minimal, and virtually nothing to most of these celebrities.
Most do these appearances as self brand promotion, and/or as a "favor" to the industry.
Depends
Some might do it just for the exposure.
But the top dogs, they are getting paid an appearance fee.
Even if they themselves might be willing to do it for "networking influence", every appearance needs a team to do make up, costumes etc. etc.
So at least for that, the org needs to cough up money.
Also I am sure their role in the awards is also negotiated, there will be jockeying for prominence, where they are seated to which award they present.
Of course, all these will be done by managers behind the scenes
