The Monday release suggests this wasn't targeting USA. My guess is a more US-targeted single will happen later in the year.
In the article they did specifically mention that Kitsch was the track that Columbia and Kakao new U.S company was going to be promoting, except so far, it looks like it's only been distribution.
I figured maybe after they finish Korean promotions for the album that they would head to the U.S. But, shortly after IVE started teasing their album, it was revealed that they would be dropping a new Japanese album titled "WAVE" in May. So, there isn't even room to squeeze in any U.S promotions unless they plan on working the girls to death or doing subpar U.S promotions; which, I don't think they would, considering they seem pretty serious about their U.S branch and establishing a presence in the West. It's in their best interest to properly debut IVE there.
So, I am left to believe that you may be right and they probably plan on doing a real debut with a full english track later on. Which, if they are, thank god. Kitsch, while it has the kind of sound that would do well in the West, they kind of ruined it with the nonsense lyrics and weird arrangement. I hope they keep Ryan Jhun away from whatever track they chose to go with.

It's more than just distribution though. According to the article:
[Kakao Entertainment America and Columbia Records have partnered to co-manage K-pop girl group IVE, it was announced on Thursday (March 23).
The collaboration is expected to boost IVE’s presence in the North American market, with Columbia, a subsidiary of Sony Music, supporting their upcoming album, “I’ve IVE,” due out April 10.
International distribution will be handled by The Orchard, an arm of Sony Music, with Columbia leading local marketing and promoting the album, which will begin with the pre-album release of the single “Kitsch,” dropping March 27.]

So either they plan to promote Kitsch later on in the year (maybe an english remix version) or there's been a change of plans and they will be promoting a new track some time later this year.

Anyway kitsch is not the right single to promote in the west. If they debut with an English single they better book westerners songwriters.
