They have too many groups as it is i think. Six groups already, Apink, Victon, Boyz, Bandage, Weekly and now this group. All of their groups have peaked in terms of album sales as well (maybe this might be why they introduced another group?).
Victon has peaked at 100k and is probably a disappointment. Apink is probably not gonna last too much longer as an active group. Bandage is a rock band.
Which leaves Weeekly and Boyz to shoulder the load, but Boyz has peaked at 600k albums and doesnt seem to have the international fandom to truly blow up like Ateez, SKZ, etc. Weeekly grew their fanbase noticeably thanks to their hits, but still only sell 80k, solid for a GG but they probably want more.

I have heard they messed up The Boyz comeback.
I guess its hard for them, but this is not the way to get attention to their group. It will only taint this group's image as an artist. It's bringing more harm to the group.

so people which earlier worked with The Boyz are still there
they even said it in statement about merger that the main goal was to strength planning and production
because technically when The Boyz had comeback in the past, then let's say next one was in 5-7 months
so many people in company those who were responsible for creative direction of group etc were basically bored and now after cre.ker and Play M merger they can work with other groups
one thing I will complain about tho is the fact that they've debuted ATBO and that this group already has a comeback
and Victon will have comeback after that, they became busy just as big label, which they ain't, unless that was main point to grow up and have those releases one after another
btw. Victon contract ends in next year, and APink will probably focus only on solo/sub-unit activities and on acting
so actually with their current line up of groups they should give Weeekly a comeback in late 22/early 23 and then focus on debuting next gg because Weeekly debuted in mid 2020, and if IST really want to grow they need one more active GG

Well... they did also perform a cover of Kick It on KCON.
I find it a bit funny that Vata choreographed the dances in ATTITUDE. (even though there might not be another scandal in plagiarizing dance moves for their comeback)

I think you're looking too deeply at album sales as they aren't sticky; just because album sales are trending down doesn't mean they will stay like that.
I suspect that they expect Apink will want to focus on more solo activities or disband, there is probably some stuff going on behind the scenes with Victon concerning contract renewals, and IST acquired The Boyz via a merger.
IST male trainees haven't had a chance to debut into a bg (I'm excluding Bandage since they are a rock band) for nearly 6 years, so I suspect ATBO debuted to avoid losing their top male trainees. That's just my opinion.
