No. Neither does Genie. But you can only pay via App Store (Google Play only works with Bugs). There are guides out there on how to do it. Only Melon requires a Korean number.

You were talking about international sales, not mass buying. Americans can also mass buy on Billboard.

My point was cheating the system somehow, Billboard counts purchases more than 4 as 1, so afaik you can't mass buy on Billboard. Maybe there's a loophole on Billboard as well but I never heard of it 
Anyways, I'm not sure how this "mass downloading" controversey works, but wouldn't Twice's fanbase be larger than fromis_9's anyways to "mass download" more?
Like I would think if there is a way to "cheat the system" both fandoms would know about it and the larger fandom would actually be able to "cheat better"
