The difference between Wonyoung and Winter popularity is that Wonyoung's popularity supersedes her fandom - it's universal. Meanwhile, Winter's popularity is mostly based in her fandom.
Among non fans and the general public people acknowledge Wonyoung. Whereas with Winter, most people outside of Mys don't even get her hype or might prefer Karina over her.
I don't think this is something that will change even after Winter has had more time to establish herself. Because although some people are using the excuse that Wonyoung technically debuted earlier, the Wonyoung in Iz*One is not the same Wonyoung in IVE. Wonyoung in IVE completely dwarfs Wonyoung in Iz*One. While Iz*One did have a strong fandom, they had very little public relevance and was virtually unknown to international fans. Most people only discovered Wonyoung in full after she debuted with IVE.
I'd argue she and Winter had about fair privilege. Wonyoung had some pre-existing fandom because of Iz*One, but Winter did too because she is from SM, a big 3 company, and had a fandom pre-built and waiting for her.
But if Winter really had the it-girl potential she would have long broken the barrier between her fandom and general public like Wonyoung did, but she hasn't. Literally look at Irene. She became a hot topic the moment she debuted and the general public fell for her. As of right now I don't even think Winter has dethroned Irene when it comes to it girl status much less Wonyoung. Knetz still hype Irene visuals even after her scandal.
