I'm pretty sure there are different techniques for hooded eyelids, searching through google, but then again the most makeup I use as a guy is lotion -- if that counts.

Watch True Beauty and use it as an example. If she can do it, you can do it, too!
In all seriousness tho, just watch American makeup tutorials since they have a big focus on full coverage looks and full glam makeup with contouring and highlighting, and full in-depth eyeshadow looks that can make anyone look like a hottie if done right.
K-beauty makeup is more for covering light imperfections and enhancing natural features that Asian people usually have (like combining pale dewy skin + brightly-colored lips with dark hair).
You can also focus on skincare if you're unhappy with how you look without makeup, that helped my self-esteem greatly. 😊 Korean skincare is great for that!

It’s very rare that eyelids are so incredibly hooded that there is NO space for make up. In my work, I work on a lot of mature women in their seventies and beyond and, because of age, their eyes have dropped a lot, but there are always things you can do to widen and lift the eyes and make use of whatever eyelid space is left. I seriously doubt that OP is in that position!
Just play around and try different things. It can always be wiped off - that’s the beauty of make-up.
This all said, a lot of KPop make-up is specifically designed for Asian features, obviously. So, if you don’t have facial features like that, you will need to work a little harder to employ tricks to make it work for you.
