Is there a cultural expectation for men to be clean shaven or wear bears? Do women shave their legs? What gets removed? Armpit hair? Chest hair? Does it vary by gender?
What hair do people typically remove in your country or culture?

women - everywhere. Well, some do not shave their arms or mustache (yuck btw, do it, it's gross), but the majority does.
men - bear, hair. Most of them also shave their chest and armpit, and some even their legs is they go to the gym. Oh, and I observed that there are some who also pluck their eyebrows. I guess only the old men don't really shave that much.
It's not a cultural thing, it's more for personal hygiene.

Women are expected to shave everything below the neck. Completely. Your private area in particular should always be clean shaven and people associate not doing so with a lack personal hygiene.
Personally, I think it's a really weird expectation as it makes grown women look like prepubescent girls down there. It would be a lot healthier and more hygienic (keeps bacteria out) for women to keep that hair and just give it a trim...but yeah, the shiny Barbie look is what people here tend to prefer.
Men are not expected to shave anything. But a beard, if they decide to have one, must be well taken care of and shouldn't be too long. Eyebrows and nose hair should likewise be given regular trims if needed.

it kinda is for armpit and down there, especially during summer lol
men do that too here but they don't have to be smooth like women all the time sighs

It's such a weird double standard

I don't think there is any true set standard. I was raised to shave my arm pits and legs and trim my lady bits. Most women I know follow that pattern (of course I don't know to what extent they go for their lady bits, some women do Brazilians, some do bikinis, some just trim).
But, even though that's how I was raised and what I see, I also know women who don't shave their armpits and don't shave their legs. I think society's expectations are that women shave arm and legs and groom their privates, but I know enough people who personally choose not to follow that, so it's a mixed bag.
Men, are expected to groom their facial hair, their junk, and the hair on their head. So while they do not have to be hairless, they have to look like the at least take care of themselves in those areas.
