Ohh you mean like, if we're competing against them? Competition applies to the animated LE badges, but for static badges like these, if you have enough votes, it will get made.
In other words, if all the petitions in the shop get 5 votes, then all 3 of them will get made. That's the requisite.

does it mean everybody who wants to buy it needs to pay 10 akorns first and then buy it for 250 or is it just that at least 5 people need to pay and once it's made and uploaded to the shop anybody can buy it?
