Step Back was not the first case for Winter, just listen to savage and some parts from Winter sounds like it's being processed heavily. Imagine a TV without a signal, just the static/grainy thingy. Thats what I imagined during some of her parts.
SM also seems like they do not want Wendy to show her full potential so she won't overshadowed the other vocals. Just listen to the song and her parts are oddly less louder + she doesn't sound herself there then theres the processing they did to her voice so it will sound more high pitched.
