this was around like 5-10 years ago maybe in China in my cousin's apartment - the regulations at that point were houses over 9 stories (so ten stories and up) had to have elevators so what would happen is developers (unsurprisingly) built 9 story apartments and my cousin lived on the seventh floor - no elevators all stairs!!!! lol
