Game illegally using the likeness of ITZY and AOA members

It's not only that, but what they are doing is 'paint over' digital 'art' of licensed images, images they don't have the right to use in a commercial product.

As far as I know as someone experienced in the world of illustration this is against the derivative work clause as that still requires permission from the original copyright owner of those images, which given this is a dating sim/romance game I am 100% certain this studio doesn't have the right to use those images even as paint overs.

The best thing to do is bring this to prominent Itzy or AoA report accounts as emailing Steam wont do anything imho. But if a company takes note like JYPE or FNC they can complain to steam and file an action and Valve have a good history of removing studios(not just games) from their store front if they are deemed to be asset flips or profiting off of work they don't hold the license to.

Remember any and all purchases made on Steam Valve takes around 20% of the earnings which mean's Valve would be directly profiting off of games illegally using images they have no copyright claim over or the likeness of celebrities they don't hold the image rights to use. That means Valve are also liable so they tend to delete games like this quickly if the proper people complain.
