armys.

that's a no brainer: Army.
Not to toot my own horn (seriously), but what army has done, out of pure dedication and admiration, hasn't ever been done before by a fandom. I would say HYBE lucked out, however, when you have an artist like bts, it's understandable how they got such a loyal fandom.
I remember (korean & western) companies making teams to actually study armys' behavior/strategy/interactions to figure out the "formula" behind their teamwork.

If there is a poll & everyone votes honestly, BH will lose to Armys with a gap of 100%

Armys ofc!

OK Army definitely now but back in the start of their career. BH did a LOT, they put out Bangtan bombs that made new army, they also sacrificed a lot to get them interviews and be even seen on award shows. I know everyone thinking today promotion but before ARMY became so big BH promoted more than any other group out there.

BH definitely did what they could for BTS at the beginning. They provided a lot of music, a lot of content. Then ARMY came along and kinda steamrolled through.
ARMY provided valuable translations for the content for ifans and such. ARMY just really became proactive in our support.
We promoted to anyone and everyone because we truly believed in BTS as musicians.
I'll say BH got lucky with ARMY and BTS.
