Haven't heard of anything here in Orlando, FL (USA)... Maybe it would've worked previously if implemented, but recent attempts of police controversially targeting specific groups has been met with trolling.
I'd assume the same would happen for these types of infractions.

You're not allowed to take pictures of strangers without their express permission here in Germany. So as JiminieKookie pointed out, the act of taking the pictures would be a criminal offence as well.
What if someone reported to police with picture like this...you parked car on a red line that is outright illegal but you were not in the pic,the ones took such photos got some petty cash from police dept..could this happen in Germany..or would it?

No, they'd be like 'thanks for the tip mate, have a nice day'.
There are no rewards unless the police says so in advance, meaning they have to already be looking for someone. Rewards are rare. It'd probably have to be murder or kidnapping at the very least.

I don't know about rewards, but they are encouraged to take photos if they see someone do something suspicious.
