Honestly we wouldn't know unless they addressed the scandal directly.
Instead what they did was the template 'I'm sorry for bad things I've done in the past and sorry to my fans, and apogise to those who I've hurt' This doesn't prove guilt.
Unless he explicitly state 'I'm sorry to the girls who xxxxxxxxxxxxxx' then yes that is he admitting to being guilty. It's different.

I mean, seems like SM put out a quick apology so they plan to keep him in the group, if nothing else comes out. WayV might take a hit since hes the most promoted in China, but it should be fine. Might give SM time to try promoting another member.
On the actual allegations, i don't really care. What idols do in their personal life, as long as they aren't hurting people, its w.e. Dating/sugar baby/fwb situations are always messy and im sure this is usual behavior for celebrities that are single/young. -
