It means they are at least relevant enough to be hated. But I wouldn't rejoice.

ehhh kinda but kinda not. a lot of idols get hated on for being unpopular "nugu" is a common insult. Idols before they got famous like IU got cursed at by Koreans when they tried to perform because unpopular idols are seen as nobodies and treated like dirt.
however being famous does attract more attention overall (positive and negative) and being more successful makes certain celebrities seem more like a threat to other celebrities' popularity, so fans of that celebrity will want to tear down those competing celebrities to prevent them from stealing some limelight from their faves (it's not a coincidence the Blackpink hate bandwagon started in 2018 after their most successful and popular comeback)

She doesn't have that much fame and now she changed to be a singer.
Everyone criticized her for that.
She released a debut consisting bad lyrics, plagiarized choreos and images from Kpop, she stole the ending pose of ITZY.
She released the second song with the same formula, the whole song is plagiarized from Kpop.
Her MVs got many views and even went on trending, so controversial, her fame rose.
Then she released the third song, a very GOOD ballad and suddenly she got praised.
This method is called "make noise and then fix your image later"
