Well, some cartoon characters can be cute, so maybe that's a way of saying someone looks cute? Or maybe it has to do with expressions? Because cartoon characters are very expressive so maybe saying someone looks like a cartoon character is a way of saying that someone is fun and expressive in the way they act?
