It is very odd and continuing to preach the toxic culture of Idols needing to be 100% perfect. Unless they are assaulting people or harming others as an adult, leave it alone

I don't understand the context of the picture. It seems fine even if she drank while underaged (is this truly confirmed? The photo just shows bottles, not really directly drinking evidence). It seems like some family or friend reunion in a place that serves food and therefore should check for ID (even if it was a club, it should have ID check even if it was relaxed back then). It doesn't look particularly "rebellious", secretive, and it seems a pretty chill setting.
It doesn't seem like it how iljins would shadily smoke or drink. Like if it was in a dark club with shady looking people around with lotsa smoke and just booze and posing like a gangsta, sure. However, it looks like a regular restaurant to me.
I understand the angle of attack is trying to equate underage drinking = bullying, but I don't see the connection with such casual photos even if the drinking is confirmed. It may work with the outrage squad, but not for me.
