Depends. When ITZY first debuted, a lot of people were saying Yuna should be center instead of Ryujin. Some people still think that. Didn't change JYPE's mind.
On the other hand, people were upset that Sullyoon wasn't being pushed in the center as much as Jinni and Kyujin when NMIXX debuted. JYPE adjusted the formation a little after that. But, the difference in those 2 may be that one debut was a flop and the other was not, so they needed all the help they could get.

In regards to the question of center, I think it really is just the agency putting forth the one they think will appeal most to the general public. Maybe it is the one they think is the easiest to market, but it is usually the agency's pick.
A lot of the time, while a visual, the center isn't the representative visual of the group. They aren't the main vocalist, and they may or may not be the main dancer. Some groups have multiple all arounders, so what separates the one who becomes the center to the ones who don't? At the end of the day, the agency just picks the person they want at the forefront to represent the group.

Yoona as a center was hugely responsible for the success of Snsd because Korea loved her as she debuted as a model and actress before she was Snsd and she continued to do it after debut. She changed the center game not only because of her beauty but due to her versatility as a model, actress, mc and variety show queen and the individuality of Snsd as a group where everyone had something solo to do as members in a group from when they were rookies. That helped Yoona cement her position in the industry.
I think, beauty is the #1 factor and Korea chooses who they find most appealing and the agency plays along.

Yes I agree. The idea that SM could have picked Sunny or someone to be SNSD’s centre and everyone would have accepted it over Yoona seems laughable to me.
And it’s not just about looks, see Soyeon being the centre of Idle. There’s usually 1 member whose aura best encapsulates the vision of the group, a member who naturally fits the role. It’s not something the company can just force through.

And it’s not just about looks, see Soyeon being the centre of Idle. There’s usually 1 member whose aura best encapsulates the vision of the group, a member who naturally fits the role. It’s not something the company can just force through.
If it's not about looks, why couldn't they have picked Sunny over Yoona? She certainly had more charisma. Your examples are basically polar opposites. If Cube had used the same logic as SM, Miyeon would be the center of I-dle right now, not Soyeon. Which just goes to show it's down to the company's whim. Sometimes it's about looks, and other times it's about whatever other criteria the company comes up with, because at the end of the day they're the ones deciding, and they certainly can (and do) force the issue. A lot of people don't even like Soyeon's personality or her vision for the group, since she has so much actual sway over it.

People wouldn't complain, back then audiences weren't as familiar at the concept of who stood in the middle of the formation as today. They probably wouldn't even notice it.
That said, if we apply modern standard here Sunny is an excellent center. Aside from height she has everything: body proportion, charisma, vocal, dance, good at variety, etc. And height is not really a minus point for girls.

I think sometimes it’s about looks, but not always. Which is why I said “There’s usually 1 member whose aura best encapsulates the vision of the group”
For a group like SNSD, where their beauty was a key selling point of their brand, it’s going to fall to a member like Yoona. For a group like Idle whose brand is female empowerment, it’s best suited with a member like Soyeon.
I think if the company chooses a mismatched member it’s going to greatly diminish the launch of the group so they have to pick carefully. They can’t just give it to anyone and it not impact the group.

It can be either or.
It is obviously the company's pick but that choice can be influenced by the idol's charisma, looks, etc.
