Objectively it depends solely on what my faves are best at
I would say touring. I know others don't agree as been pointed out with the countless threads you can bot the Spotify stats and get fan campaigns to boost stats. We've seen companies bulk buy to boost sales and also like with streaming fan campaigns to they do campaigns to boost sales stats. You can't fake butts in seats.

Streaming can be heavily manipulated, entire fandoms dedicate countless hours to mass streaming, often more as a coordinated effort than genuine listening.
Charting isn't much different. Between streaming and bulk buying, it's not hard to inflate numbers.
Touring, on the other hand, requires real people showing up, paying money, and committing their time. That’s a much harder metric to fake.

Spotify is easy to rig.
Good charting doesn't mean new fans, everyone can stream for free. Usually, people only like a song, they don't care about checking artists' discography. And even if they check it out most will become casual fans, they won't pay for anything.
Touring. People who want to pay to see you are the only thing that matters.
Voted for touring, obviously.
I think it all depends on what brings the most opportunities for doing something that people remark upon.
So for Spotify there isn't much more than "They made this amazing streaming record!". It rarely happens that a group does something so outrageous in that regard that people still talk about it years afterwards/
Kpop charts are similar, though there is a bit more opportunity to expand those opportunities into live shows that are related to it.
Touring however brings by far most opportunities. There are of course the numbers that people can talk about, just like with Spotify, but there are way more things people can remark upon.
-An idol has a crazy new hairstyle.
-They do things in the shows that only acrobats can do.
-They sing really well.
-They talk about something emotional that makes all the fans cry.
-The idols shows their love for each other in a special game.
-Fun games are played.
The opportunities are endless, so I think touring is most legendary.

Touring is most impressive because getting actual human bodies in seats to watch an artist for 2+ hours is much harder than getting a play on Spotify or some other music app (not to mention bots and Sajaegi muddy the waters and reduce the trustworthiness of such achievements)
Though, touring can't reflect the general public's interest in a group like only charting/streaming can
